This publication explores the success of major innovation and entrepreneurship clusters in OECD countries, the challenges they now face in sustaining their positions and the lessons for other places seeking to build successful clusters. For each cluster, it looks at the factors that have contributed to its growth, the impact of the cluster on local entrepreneurship performance, and the challenges faced for further expansion. It also puts forward a set of policy recommendations geared to the broader context of cluster development.

This document presents a study of cluster initiatives: what they do, how they operate, how they perform. The document provides a comprehensive overview of cluster iniatives across a large set of countries. It is an update of a previous version of the report developed 10 years ago. The analysis is based on data from 356 cluster organizations in 50 countries world-wide, primarily in OECD countries. The data for the analysis was collected through the Global Cluster Initiative Survey (GCIS) in 2012.

The report is mainly addressed to cluster managers interested in providing tailor-made and demand-oriented support services to cluster participants, mainly medium-sized companies. It is also relevant for policy-makers and local stakeholders interested in seeing “their” clusters taking over a stronger role in promoting regional structural change and industrial modernisation. The report explains why cluster services are that important for the overall success of regional cluster policies, how the best innovative services can be identified and what are key success factors for implementation.

The European Cluster Panorama 2016 provides a perspective on clusters across Europe, focusing in detail on the evolution of ten emerging industries identified in in a previous version of the report from 2014, tracking their evolution in the post-crisis recovery. The report provides information on the role of existing clusters in Europe, looking at their overall size, dynamics, and patterns of regional distribution. Moreover, the report offer a more granular perspective on clusters, emerging industries, and their dynamics.

The report provides an overview of cluster initiatives and organisations across Europe. Building on the results of a survey, the report prvodies an overview of the characteristics of clusters. The report further sets out how clusters can help to overcome innovation gaps, establish networks, and facilitate exchange among companies. It further sketches out the main elements of cluster policy.

The presentation focuses on the Cluster policy of the European Commission, presenting achievments so far and highlighting ongoing and planned actions.

The academic article analyses two basic approaches in the development of cluster initiatives in the formation of cluster policy: top-down and bottom-up approach. The analysis also points to the diversity of national approaches in terms of policy clusters, but in the same time at some common trends. The research highlights that the development of cluster policy is still at an early stage in most countries and that there are significant differences among the countries of Eastern and Western Europe.
